Full Job Description

This is an exciting opportunity to join Team Caerphilly and provide support across the wider Highway Maintenance Team., Caerphilly County Borough Council have an exciting opportunity for a Senior Engineer (Network Management). This diverse and interesting role will see the successful candidate leading in all aspects of the council's reactive maintenance.

The role will also require the candidate to support the Highway Operations manager to work in conjunction with the New Roads and Street Works Act (NRSWA), Sustainability and Street Lighting section, assisting with the delivery of street lighting maintenance projects. This will involve management and co-ordination within the Highway Services Group and with wider Divisional Groups. The role will also include responsibilities of asset management' alongside, deputising for the Highway Operations Manager in their absence.

The post holder will lead and manage our street lighting contract, including design and delivery in the long term. This will require detailed analysis of past performance as well as, recommendations for future improvements to service delivery, always ensuring client satisfaction alongside consideration of the principles of the Traffic Management Act within the contract.

Other key parts of this role will include,

liaising and managing Streetworks staff to ensure the harmonised roles of street lighting and NRSWA inspection roles, are undertaken effectively.
Lead the Street Lighting team under the direction of the Highway Operations Manager, in the effective and efficient delivery of service provision in all design and contract management aspects. This will also include assisting in the management of staff and contractor by providing direction, advice and guidance on compliance with personnel policies, ensuring key performance indicators are established, monitored, measured and reported, undertaking PDRs with relevant staff, ensuring Health and Safety is effectively managed and providing support to staff on contractual matters such as contract compliance and law.

Relevant Level 4, 5 or 6 qualifications on the Credit and Qualifications Framework for Wales. For example HNC or Degree in Electrical Engineering.
Expert knowledge of BS7671 electrical wiring regulations, CEN13201 European standard for lighting, BS5489 British Standard COP for lighting.
Full UK Category B (Cars) driving licence to drive a Council vehicle., Disability Confident
